Declaring the Thermal Commons of the Commonwealth

Bill H.3543, declares ambient geothermal energy (heat stored in the ground, rivers, harbor, etc.) a public trust resource belonging to the citizens of the Commonwealth. The core idea of a commons is ancient, but applying it to geothermal energy is new.
If the language is passed into law it can create the regulatory certainty needed for the growth of affordable sources of heating and cooling while ensuring that this thermal opportunity fairly benefits our commonwealth and its citizens.
